RISQ Consulting, formerly Enroll Alaska, a division of RISQ Consulting, LLC (affiliate of Northrim Bank), was established in May of 2013 in response to the passage of the Patient Protection and Affordable Care Act (PPACA), requiring all non-exempt Americans to have health insurance in 2014. Failure to obtain and maintain coverage results in a tax penalty. As an Alaskan-based company serving all Alaskans, RISQ Consulting assists individuals and families with their health insurance needs.

Our strong ties to RISQ Consulting brings decades of experience within the health insurance industry, consulting with employers and individuals. Partnering with local healthcare facilities allows RISQ Consulting to reach communities statewide working as a team to provide coverage to the uninsured and underinsured.

We employ licensed agents to guide you, our valued clients, in understanding the healthcare reform requirements, make recommendations based on your insurance needs, assist you with the application process, and provide continued customer service through the life of your policy. Individuals will be able to compare multiple plan options focusing on their particular wants and needs for coverage.

Applicants can learn about and apply for federal subsidies that may reduce their premiums, deductibles, and copayments on the plans available. Our clients will greatly benefit from our understanding and knowledge of the options available in the Federally Facilitated Marketplace (also referred to as the Exchange) and private marketplace, as well as the application process when applying for health insurance coverage.

RISQ Consulting, LLC primarily works with businesses from 2-1,000 employees looking to offer high quality employee benefits. In May 2013, RISQ Consulting, formerly Enroll Alaska, was formed as a division of RISQ Consulting (affiliate of Northrim Bank) to focus on assisting individuals and families with the individual health insurance mandate that requires all non-exempt Americans to obtain health insurance coverage in 2014 or pay a tax penalty.


RISQ Consulting, LLC (NBG) is comprised of a group of professionals who have the experience, knowledge, and drive to meet our clients’ business needs through a personalized consultative process. Our associates come from a variety of backgrounds, areas of expertise, and industry experience, and use a team approach to provide creative benefit solutions. Our associates have been carefully selected based on their knowledge, experience and desire to make a long-term commitment to our clients. Every member of our staff is licensed by the State of Alaska Division of Insurance and participates in ongoing continuing education to stay current in the field of employee benefits.

Bruce O. Moore | Chairman & Founder

Bruce O. Moore | Chairman & Founder

Bruce is the founder and President of ICL Financial Services and Chairman of RISQ Consulting, LLC. In addition to leading our firm to be the premiere benefits firm in the State, Bruce also heads the Business and Estate Planning Department of ICL Financial Services, working closely with clients to develop custom solutions for complicated planning issues. Bruce works with a team of experts, including accountants, tax attorneys, bankers, stockbrokers, and property & casualty agents, drawing upon their experience and knowledge to assist him in developing solutions to complex planning issues in language clients can understand.

Besides his commitment to clients, Bruce has also given back to the industry, serving as President of the National Association of Insurance and Financial Advisors in Alaska and participating in the Society of Financial Service Professionals, as well as the Anchorage Estate Planning Council. Bruce has taught dozens of industry courses and participated in nationally recognized organizations such as the Million Dollar Round Table and the National Association of Life Underwriters.

Joshua Weinstein is President and the most senior benefits consultant for RISQ Consulting, LLC. He oversees the marketing, servicing, and renewing of clients, while providing consultative support for the other benefit advisors in the office. Navigating through a difficult market for benefit products and services, Joshua works with employer groups to develop innovative, attractive, and affordable packages that help recruit, retain, and reward the employees that make their businesses and organizations successful. To accomplish these tasks, Joshua partners with insurers and administrators to develop the products and services employers demand along with implementing a creative approach that sets their benefits apart from competitors. Joshua then communicates his recommendations with the stakeholders within organizations, ultimately communicating the programs directly to employees. Joshua looks for ways to make the roles of benefits administrators less demanding with respect to benefits management and compliance.

After moving to Alaska from the East Coast in 1996, Joshua graduated from Alaska Pacific University in 2000 with a degree in education and psychology. He served as the technology coordinator for the Nome Public School District between 2000 and 2002, working with the district and students to create a vision for technology in furthering the education process. After returning to Anchorage, Joshua joined ICL Financial Services to assist with various special projects, ultimately deciding to remain with the company to assist in its growth. He became licensed to sell and service insurance products and also became a financial advisor, working with clients’ individual insurance and investment needs. Joshua also works as a retirement specialist with ICL Financial Services, assisting individuals and companies with their financial and retirement plans. Joshua continues his education and has earned a designation specializing in disability income insurance products. He continues to attend training sessions in the benefits field to keep pace with the rapid changes and developments occurring in his specialty areas. Joshua is also an active member of the Alaska Association of Health Underwriters (AAHU).

Joshua loves his career. He takes special pride in helping employers make their jobs easier while saving them money. When not in work mode, Joshua dedicates his time to his two daughters and active Husky, Luka. He enjoys the outdoors Alaska has to offer with his family and friends. From fishing to camping to running alongside the moose on the city trails, Joshua is an Alaskan benefits expert ready to assist you.

Tonya is the Vice President of Operations. She oversees RISQ Consulting’s day-to-day operations and is responsible for the organizations strategic growth. She joined the RISQ Consulting team in 2004. Tonya leads the company’s organizational strategy by developing processes and systems that improve operational efficiency, reinforces corporate team approach to workflow, and works diligently to ensure the highest level of client communications.

The most satisfying and rewarding part of her work becomes evident when clients remark on how easily we can access their benefits information, manage their compliance needs, and provide consultative guidance – all in a responsive, friendly and professional manner. Tonya has been a licensed health & life Insurance producer in the State of Alaska since 2005.

Tonya joined NBG with a background in the aviation industry. Working in an industry whose main focus is safety, enhanced her already strong work ethic, high level of organization, and increased emphasis on attention to detail. Having the opportunity to work with aircraft mechanics and pilots also provided her with communication skills that can’t be learned in any other industry.

Over the last 10 years Tonya has grown with the company. She began working for NBG in an administrative support role, passed her health & life insurance exam.  From there she progressed into an employee benefits consultant role, and now into the position she holds today. Over the years she has continued to focus on the companies’ growth and become an integral part of the executive team.

Tiffany is the Vice President of Sales and Marketing for RISQ Consulting, LLC. She is responsible for developing, implementing and executing strategic marketing and sales plans to achieve NBG’s goals and objectives while managing the sales and marketing operating budgets. In addition to her role as a member of the executive team, Tiffany consults with existing and prospective clients regarding the implementation, renewal, and ongoing administration of their benefit plans.  Tiffany enjoys assisting employers in the development and maintenance of the valued benefit offerings for their employees.  Tiffany is licensed as a health & life insurance producer in the State of Alaska and has received certification from the National Association of Health Underwriters as a PPACA Professional (which emphasizes her knowledge in regards to health care reform and all that it entails) and a Certified Self-funding Professional.

Tiffany came to NBG in March 2009 with eight years of experience in customer service, banking, administrative support, marketing and advertising. Her years of experience have given her the organizational and critical thinking skills needed to advise our clients. Her experience in the marketing and advertising venues has also given her a positive attitude and the creative approach that the employee benefits market needs.

Tiffany has lived in Anchorage, Alaska since 1990. She spends her free time with her husband and daughters, reading, travelling, chauffeuring her children to soccer and hockey activites and enjoying the outdoors. Tiffany is currently an active member of the National Association of Health Underwriters and is serving on the Board of Directors for the Alaska chapter and a member of the Anchorage Society for Human Resources Management (ASHRM).

Originally from Pittsburgh, Pennsylvania, Albert joined RISQ Consulting in 2010. As an Employee Benefits Specialist, he consults with individuals and employers regarding the installation, renewal, and continuing administration of their specific employee benefits plans. Albert also provides clients with exceptional customer service, and is the lead office technology coordinator. He is currently licensed in the State of Alaska as a life and health insurance producer, and President of Alaska Association of Health Underwriters.

Albert spent many years prior to joining NBG serving in the United States Army as an Infantry Team Leader and Communications Operator. His years of service included a tour in Iraq. After exiting the Army in 2007, he moved to Anchorage, Alaska and attended the University of Alaska Anchorage where he received his Bachelor’s Degree in Finance which he complimented with a minor in Criminal Justice. Albert takes advantage of living in Alaska by hiking, biking, and skiing. When he isn’t traveling, he also participates in the Midnight Sons Chorus and enjoys spending time with his dogs.

Natasha came to RISQ Consulting in 2012 armed with five years’ experience in the insurance industry. She currently holds the title of Account Specialist where she is responsible for assisting with renewal preparations, special projects, and our client management system in addition to providing ongoing customer service to our valued clients. Natasha is currently licensed in Property & Casualty and Life & Health Insurance.

Prior to NBG, Natasha worked as an office manager for a nationwide insurance company where she used her property and casualty licensing and advanced customer service skills to counsel clients on their insurance needs and claim issues.

As a lifelong Alaskan, Natasha enjoys spending time with her three young children and enjoying all Alaska has to offer.

Aimee Crocker | Vice President, Operations Manager & Licensed Insurance Agent – RISQ Consulting

Aimee’s primary role at RISQ Consulting, a division of Northrim Benefits, is to consult with existing and potential clients to determine what solutions can best fit their insurance needs. She also manages the operational and sales needs for individual clients and prospects. Aimee enjoys teaching and sharing her experiences with others to encourage and develop success as a team. She is a licensed health & life insurance producer in the State of Alaska and an active member of the Alaska Association of Health Underwriters (AAHU). Aimee joined RISQ Consulting in August 2013 with a background in management, executive support, and non-profit experience. Her extensive background in management of people and projects allows her to be successful at multi-tasking and balancing the needs of the clients and needs of the business alike. As a lifelong, second generation Alaskan, Aimee enjoys spending her free time hiking, hunting, and fishing. To fulfill her love of culture, she is also an avid world traveler. Her experience travelling and studying abroad allow her to keep an open mind and be sensitive to individuals’ cultural needs and preferences.

Andrew Kupperman | Client Systems Manager

Andrew joined RISQ Consulting in November 2014 as an Administrative Assistant with NBG’s individual division, RISQ Consulting. After assisting with the 2015 open enrollment period, he transitioned to the group side of RISQ Consulting in an administrative capacity, and soon found a new role within the company as the Client Systems Manager. Coming from a background in administration and customer support, Andrew strives to help our clients in finding technological solutions to administer benefits and other Human Resource tasks in effective, streamlined ways. He hopes his new position will start to get clients thinking of how they do benefits in fresh and exciting ways, as the industry changes to keep up with government regulations and technology.

Andrew earned his Bachelor’s degree in English Writing from the University of Pittsburgh in 2009. After discovering the beauty Alaska has to offer for their honeymoon, Andrew and his wife decided to make the permanent drive from their home in Philadelphia, Pennsylvania during the Spring of 2014. Together, they love to explore and hike new places and are striving to visit each US National Park.
